The Insolvency Law Academy is a think-tank based in India, whose mission is to support the Indian government’s effort to modernise the country’s institutional and legislative framework.

Dr. Eugenio Vaccari (Senior Lecturer at Royal Holloway, University of London and co-chair of the ILA Emerging Scholars Group) attended the 3rd Insolvency Law Academy Conference at Tijara Fort Palace, Alwar, Rajastan (India) on 14-16 March 2025.
At the conference, together with Ms Antonia Menezes (Senior Financial Sector Specialist, The World Bank Group), he presented the findings of the World Bank’s Task Force on Insolvency and Climate Change. In particular, their presentation highlighted the role insolvency law can play to promote climate adaptation and mitigation practices, with a particular focus on small entrepreneurs and Emerging Markets and Developing Economies (EMDEs).
In a second panel, together with Prof Laura N Coordes (Arizona State University), he presented the findings of their recently published book, Municipalities in Financial Distress: En Environmental, Social and Governance Critique (EE Publishing, 2025 – available open access). They also discussed the challenges of restructuring municipal debt in the United States and the United Kingdom, as well as other EMDEs (with a special focus on India).
Finally, Dr Vaccari chaired a panel for the ILA Emerging Scholars Group, which featured three presentations from the next generation of leading insolvency scholars: Dr Jonatan Schytzer (Senior Lecturer, Uppsala University); Mr Vasiel Rotaru (PhD candidate, University of Oxford); and Ms Sabrina Becue (Partner, Haj Mussi and Becue Abogados).
